Mysterious lady

If you roll your mouse over the map a rather unusual feature will appear. As you can see, it is the shape of a woman's head.

Who was she? Why is she there? Was it done on Cassini's instructions, or did the engraver, Claude Mellan take it upon himself to have a little fun? It is unlikely we will ever know.
